This report presents the findings of a study aimed at understanding the role of civil society organisations (CSOs) in providing educational services during the conflict in Syria. The research involved qualitative interviews with 55 key informants, along with extensive desktop research and online verification, to provide a comprehensive view of the educational landscape in six cities across Syria (Dara’a, Sweida, Raqqa, Idlib, Afrin, Qamishli). These cities represent different areas under various formal and informal control.
The research addressed two main questions: (1) assessing the capacity of CSOs to act as key stakeholders in the education sector, and (2) understanding how CSOs interpret and promote values of social peace and equal citizenship. The interviews explored the broader context of service provision and the socio-political conditions in each city.
Findings are presented in the main body of the report, with additional details specific to each city included in the annexes. Some sensitive information was withheld to protect the participants’ identities. The study is qualitative in nature, focused on understanding dynamics rather than quantifying occurrences. A follow-up report will offer lessons learned and policy recommendations.
